Terms of Service

1. Agreement

These Terms of Service ("Terms") form a binding agreement between Wolf Codes Inc. ("Steller", "we", "us") and you, the customer ("you"). By creating an account or using the Steller platform at getsteller.ca, you confirm that you have authority to bind your municipality or organization to these Terms.

2. Service description

Steller is a SaaS permit-analytics platform for Canadian municipalities. It ingests public open-government permit data, provides processing-time analytics, contractor compliance scoring, revenue forecasting, cross-city benchmarking, and council-ready report generation. Steller is not a permit filing system and does not alter your existing permit workflow.

3. Eligibility

Steller is licensed for use by Canadian municipal governments, regional districts, and their authorized staff. You represent that you are accessing Steller on behalf of a Canadian public body or municipal organization. Personal or commercial use outside of this scope is not permitted.

4. Subscriptions and billing

Steller offers the following paid subscription tiers (prices in Canadian dollars, excluding applicable taxes):

  • Standard: $49/month (monthly billing) or $490/year (annual billing, ~17% savings)
  • Advanced: $149/month (monthly billing) or $1,490/year (annual billing)
  • Enterprise: contact us for custom pricing

All plans include a 14-day free trial with no credit card required to start. After the trial period ends, a valid payment method is required to continue access. Billing is recurring (monthly or annual) and processed securely through Stripe. You authorize us to charge your payment method on each renewal date.

Annual subscriptions are billed in full at the start of each annual period. Switching from annual to monthly billing takes effect at the next renewal date.

5. Refund policy

Trial period: The 14-day trial is free. No charge is applied during the trial. If you cancel during the trial, no payment is due.

Monthly subscriptions: You may cancel at any time. Cancellation takes effect at the end of the current billing period. You retain access until then. We do not provide prorated refunds for partial months.

Annual subscriptions: If you cancel an annual subscription within 14 days of a renewal charge, you may request a full refund of that renewal charge by emailinghello@getsteller.ca. After 14 days, annual subscriptions are non-refundable; you retain access until the end of the annual period.

Exceptions: If Steller experiences a service outage exceeding 4 hours in a calendar month, affected customers may request a prorated credit for that month. Credits are applied to future invoices and are not paid out as refunds.

To request a refund or credit, email hello@getsteller.ca with your account email and the reason. We will respond within 3 business days.

6. Cancellation

You may cancel your subscription at any time from within the Steller account settings or by emailinghello@getsteller.ca. Upon cancellation, your account remains active until the end of the current billing period. After that date, your data is retained for 90 days to allow for export, then permanently deleted.

7. Data export

Upon cancellation, you may request a full export of your account data (reports, settings, usage history) within 48 hours of the request. Exports are provided in CSV or JSON format. This right is available for 90 days following cancellation.

8. Permitted use

Your licence to use Steller is non-exclusive, non-transferable, and limited to your organization's internal operations. You may not: resell or sublicense the platform; share login credentials with unauthorized parties; reverse-engineer or scrape the platform; or use the service to process data on behalf of a third party without our written consent.

9. Accuracy of data

Permit data in Steller is sourced from public open-government datasets. We make no warranty that this data is complete, current, or error-free. You are responsible for verifying data before making decisions or representations based on it. Steller analytics are an informational tool, not a substitute for your own professional judgment.

10. Intellectual property

Steller and all related software, design, and content are owned by Wolf Codes Inc. These Terms do not transfer any intellectual property rights to you. Your municipality retains ownership of any data you upload or configure within the platform.

11. Service level

Steller targets 99.5% monthly uptime for the analytics dashboard, excluding scheduled maintenance. Planned maintenance will be announced by email with at least 48 hours' notice. Real-time status is available at /status.

12. Limitation of liability

Steller is provided "as is" and "as available." Wolf Codes Inc. makes no warranty, express or implied, regarding fitness for a particular purpose or uninterrupted service. We are not liable for decisions made using Steller analytics, data errors, service interruptions, or indirect or consequential damages of any kind. Our maximum aggregate liability to you is limited to the amounts you paid in the 30 days preceding the claim.

13. Data security and breach notification

We implement industry-standard security controls. In the event of a confirmed security incident affecting your account data, Wolf Codes Inc. will notify you within 72 hours of becoming aware of the incident, as required under PIPEDA's breach notification rules. We will also report the breach to the Office of the Privacy Commissioner of Canada where required by law.

14. Changes to terms

We may update these Terms from time to time. Material changes will be communicated by email at least 30 days before they take effect. Continued use of the service after the effective date constitutes acceptance of the revised Terms. If you do not agree to material changes, you may cancel your subscription before they take effect.

15. Governing law

These Terms are governed by the laws of British Columbia, Canada, without regard to conflict-of-law principles. Any dispute arising from these Terms or your use of Steller will be resolved in the courts of Vancouver, BC.
