1. Who we are

Steller is a product of Wolf Codes Inc., a Canadian corporation based in Vancouver, BC. We provide municipal permit analytics software exclusively to Canadian municipal governments and their authorized staff. Our contact for privacy matters is hello@getsteller.ca.

2. Applicable law

Wolf Codes Inc. is subject to Canada's Personal Information Protection and Electronic Documents Act (PIPEDA) and, for information held about British Columbia public bodies, BC's Freedom of Information and Protection of Privacy Act (FIPPA). Where our customers are BC public bodies (municipalities, regional districts, etc.), we act as a service provider under FIPPA and process personal information only as directed by the public body.

3. Information we collect

When you register, we collect:

  • Work email address and password (hashed, never stored in plaintext)
  • Your name and job title (optional, for proposals and reports)
  • Municipality name and province

During your use of the platform, we collect:

  • Usage events (pages visited, features used, report types generated) to improve the product
  • Session identifiers and IP addresses for security and fraud prevention
  • Error logs and performance metrics (no personal data included in logs)

4. Information we do not collect

Steller does not collect personal information about residents, permit applicants, or the general public. All permit data analyzed by Steller is sourced from public open-government datasets (e.g., open.canada.ca, city open-data portals). These datasets do not contain personal identifiers. They are aggregated permit records already released into the public domain by municipal governments.

5. How we use your information

  • To provide, maintain, and improve the Steller platform
  • To authenticate your account and protect against unauthorized access
  • To send you transactional emails (account confirmation, password reset, billing receipts)
  • To send service announcements (planned maintenance, security notices)
  • To generate analytics reports using your city's open permit data

We do not use your information for advertising, and we do not sell or rent your personal information to any third party.

6. Payment processing

Steller uses Stripe as its payment processor. When you subscribe, your payment card information is collected and stored directly by Stripe. Wolf Codes Inc. never sees or stores your full card number. Stripe is PCI-DSS Level 1 certified. Stripe's privacy policy is available at stripe.com/privacy.

Billing records (subscription plan, invoice history, payment status) are stored in our database in Canada.

7. Data hosting and storage

Steller is a Canadian company. Your customer account data is stored and processed on Canadian cloud infrastructure:

  • Application servers and database located in Toronto, Canada
  • Cloudflare's Canadian edge infrastructure for content delivery

The permit data we analyze is public municipal open data. We host account data in Canada as a matter of practice; we do not represent this as satisfying any specific statutory data-residency requirement. 8. Disclosure of information

We share your information only in these limited circumstances:

  • Service providers: Stripe (payments), Google Cloud (hosting), Cloudflare (CDN/security), each bound by data processing agreements
  • Legal requirements: if required by a Canadian court order, warrant, or applicable law
  • Safety: to prevent imminent harm or fraud

We do not disclose personal information to any foreign government or law enforcement agency except as required by Canadian law.

9. Data retention

Account data is retained for the duration of your active subscription plus 90 days after cancellation or account closure, after which it is permanently and irreversibly deleted from our systems.

You may request deletion of your account and all associated data at any time by emailinghello@getsteller.ca. We will confirm deletion within 10 business days.

Anonymized, aggregated analytics data (with no link to any individual) may be retained longer for product improvement purposes.

10. Your rights (PIPEDA)

Under PIPEDA, you have the right to:

  • Access: request a copy of the personal information we hold about you
  • Correction: request that inaccurate information be corrected
  • Withdrawal of consent: withdraw consent to collection or use (which may affect your ability to use the service)
  • Complaint: file a complaint with the Office of the Privacy Commissioner of Canada (priv.gc.ca)

11. Security

We use industry-standard security practices: TLS encryption in transit, encryption at rest, role-based access controls, and regular security reviews. In the event of a breach affecting your personal information, we will notify you and the Office of the Privacy Commissioner of Canada within 72 hours of becoming aware of the breach, as required under PIPEDA's breach notification rules (in force since November 2018).

12. Cookies

We use a small number of functional cookies required to operate the service (session tokens, CSRF protection). We do not use advertising or tracking cookies. See our Cookie Policy for details.

13. Changes to this policy

We will post any material changes to this policy on this page and notify active subscribers by email at least 30 days before the change takes effect. Continued use of Steller after the effective date constitutes acceptance of the updated policy.
